The Training of Agrarian Reform Advanced Village in Kampong Secanggang

Langkat ( – Penunggu People’s Resistance Board of Indonesia (Badan Perjuangan Rakyat Penunggu Indonesia/BPRPI) and Consortium for Agrarian Reform (Konsorsium Pembaruan Agraria/KPA) organized the training of Agrarian Reform Advanced Village (Desa Maju Reforma Agraria/DAMARA)on April 20th-25th 2019 in Kampong Adat Secanggang (Secanggang Indigenous Village), Secanggang Sub-district, Langkat Regency of North Sumatera Province.

Kampong Secanggang is one among dozens of KPA Members base villages that are currently implementing DAMARA or the development of advanced and independent village based on agrarian reform. Other than that, Kampong Secanggang is recorded as one of the area of DAMARA implementation within indigenous territory.

This training, which was held for 5 days, was hosted by Ferry Widodo from KPA Organizational Strengthening Department. Along with the organization members formulated strategic plan for the future. The plan of land use also the practice of production based on agro-ecology farming.

This formulating of strategic plan, started from understanding the social situation in the Kampong, mapping the chances that could be utilized and maximally exploited collaboratively for conflict resolution (read: Land Tenure) and the repairing of production system.

From that process, the organization members then agreed on several plans that will be executed in the future, such as the establishing of indigenous village; implementation of organic farming, development of Credit Union (CU) cooperative; training for post-harvest cultivation; the repair of road access; pushing the access to electricity, participatory mapping; data strengthening to support the conflict resolution and training of leadership cadres.

Regarding the planning for land usage (read: participatory mapping), the people imagined the future of Kampong Secanggang. How the avaiable spaces could be fairly distributed to strengthen the solidarity between residents. Improving and ensuring sustainability for the future kampong generations.

Kampong Secanggang Region recorded width is 300 Ha that are divided into residential area, agricultural production area, social facilities and production lands for fruits, medicinal garden, agricultural plot and centers for agricultural products processing.

Production Structuring Based on Agroecology Farming

One of the activities done during the five days training is the training of production structuring facilitated by Syahroni from INAGRI. This training was done post-strategic planning and participatory training. In his lecture, Syahroni elaborated the concept and practice of agroecology farming welcomed with the enthusiasm from the participants.

This training began with repairing the land condition thorugh the usage of compost fertilizer and husk charcoal. Due to the lands cultivated by the residents currently aren’t as fertile as before the company entered the regions. The reason was for all this time, the company party has tried to plant sugar cane by continuously using chemical fertilizers and pesticides causing the eroding of land fertility level.

Indeed, so far the people could still work on that land for their agricultural needs. However, the funding required is quite a lot in order for the continuation of production. This is the significance of agroecology farming to rejuvenate the soil contents that have started to decrease.

Basically, the function of compost fertilizer is to restore the nutrition within soils. Leaves, husk, bran even kitchen trash are the raw materials for the making of that compost fertillizer. These materials then stacked in layers into a box with the height of 1 meter and sprayed with local microorganism made from rice.

While husk charcoals are made by building a simple firebox or stove from used cans and zinc. The leftover husks from rice mill are stacked randomly and left for 8 hours until it transformed into charcoals. Husk charcoal function is to balance the acidity of soils that are often exposed by pesticide, maintaining the moisture and opening spaces for land pores.

Providing the nutrition and pesticide are also very easy. Fruits, bamboo shoot, bitter leaves and everything around us can be utilized.

Syahroni also conveyed that the agroecology farming is not simply practice, but it could also returned the spirit of harmony with nature and collective culture that has been lost due to the conventional farming a la green revoution.

Agroecology farming model views the landscape as one body that must be jointly managed with mutual cooperation, independent and sustainable. This is similar with the spirit of DAMARA that possesses the principles of fairness, sollidarity, self-sufficient, democratic and sovereign,” explain Syahroni.

At the end of the training, Fatul, Secanggang village chief represented the villagers to convey their pride and gratitude for the knowledge acquired.

“The bucket did not seek the well, but the well came closer to the bucket”, he conveyed with thick Malay accent.

His expectation is for Kampong Secanggang to be the well for people who wants to know more about DAMARA. Straightening agrarian reform as a step to overcome inequality and increasing prosperity in the midst of the term genuine agrarian reform,” he ended.
