ORGANIZATIONAL STRENGTHENING & DEVELOPMENT

 

Strengthening the Capacity of People's Organizations (OR)

 

  • Developing education, training or agrarian courses for community organizations and communities in KPA member bases.
  • KPA services, especially education and handling cases at the national and regional levels are oriented to the organizational transformation of "case-based organizations" into a wider "people's movement organization".
  • The process of reinforcing people's organizations is voiced in the process of developing the Advanced Village of Agrarian Reform (DaMaRA) in regional level and at the same time to support and expand the struggle for agrarian reform nationally.
  • Sustainable development of education modules and curricula for empowering the capacity of people's organizations (peasants, indigenous peoples, fishermen, the underprivileged and women).
  • Strengthening and deepening the strategy of the agrarian reform movement for KPA members through education and training.
  • Invigorating people's organizations through revitalization of KPA Members.
  • The National Secretariat and Regional KPA encourage the role and function of NGO members in national and regional KPA to support the process of strengthening and developing KPA organizations, both in promoting the struggle for agrarian reform and also strengthening OR capacity in their respective regions.

 

Cadre

 

  • Empowering cadre, both among activists and among the members of KPA.
  • Accelerating the quality growth of cadre through education and training in agrarian economies and agrarian reform movements.
  • Producing cadre who understand and experienced in the context of agrarian reform struggle.
  • Produce cadre who comprehend and enable to run the KPA organization road map, namely encouraging social transformation; from organizing cases to regional organization, while applying the concept of DaMaRA in the KPA member bases.
  • To enable cadre who are able to analyze and use available legal opportunities to apply the DaMaRA concept in the KPA member base area.
  • The main sources of cadre are young individuals, both women and men, who come from the people's organizations, KPA Members and students from regional and national levels.
  • Development of volunteers of the KPA National Secretariat in collaboration with student organizations, as well as other students by opening apprenticeship at the National Secretariat.
  • KPA volunteers will develop campaign works and be involved in handling agrarian conflicts in various sectors: plantations, forestry, mining, infrastructures, urban and coastal and islands area.
  • Strengthen and expand the agrarian legal aid network through the implementation of paralegal education within the framework of agrarian reform.

 

Case Handling

 

  • Case handling must be in harmony and synergistic with the priority location of implementing agrarian reform and oriented to the development of the DaMaRA model as a model of people-based agrarian reform.
  • Building a complete understanding that handling cases is one way to strengthen people's organizations within the framework of agrarian reform
  • Shaping an understanding that information and data related to strong agrarian conflicts are the main conditions for the success of agrarian reform.
  • Creating a database of agrarian conflict cases faced by members in a more complete and accurate manner and disaggregated by gender. The system documents at least the case chronology, location profile, organizational profile and members, map of the area including the area occupied and cultivated, evidence supporting the struggle and conflict resolution schemes to be pursued at the local and national level by KPA.
  • Data on agrarian conflict cases that have been well compiled and analyzed then sorted by province and sector in the database system and KPA Case Book.
  • Provide training for KPA cadre related to the stages of transformation from organizing cases to organizing village areas (territorial).
  • Ensuring that KPA bases involved in agrarian conflicts are encouraged as RA priority locations to the government.
  • Developing toolkits and work procedures from the National Secretariat and Regional KPA to provide a quick response to cases of criminalization (emergency responses).
  • Continuing and strengthening the assistance of agrarian law both in the National Secretariat and in the Regional KPA.

 

Advanced Village Development Agrarian Reform (DaMaRA)

 

  • Organizing training and education for KPA cadre in order to execute the DaMaRA concept.
  • Formulating indicators for implementing DaMaRA both socially, economically and politically at the village, regional and national levels.
  • The focus of strengthening in implementing DaMaRA is the younger generation, peasants, fishermen, indigenous people, women, children, integrative agriculture, democratic education, the development of economic centers and production collectively, and so on.
  • Building and encouraging pilot areas for implementing agrarian reform at the district level.
  • Providing sufficient education and training for members of people's organizations to develop DaMaRA.
  • Using available legal opportunities in resolving agrarian conflicts and implementing agrarian reform.

 

Strengthening the Regional Branches of KPA

 

  • The National Secretariat prepares plans and strategies for strengthening, developing and enlarging Regional KPA.
  • The National Secretariat together with the Regional KPA organizes cadre education through training, courses or apprenticeship.
  • Increase the capacity of Regional KPA for responding quickly to emergency situations related to agrarian conflicts in the region.
  • Establishing Regional KPA Branches in other regions according to regional dynamics and the needs of KPA members.

 

POLICY ADVOCACY

 

  • Advocating for policy changes to various rules and laws that are contrary to the principles of true agrarian reform.
  • Controlling and overseeing the implementation of legislation that has the function of agrarian justice or that does not conflicting with the principles of genuine agrarian reform.
  • Developing position papers and policy papers on legislation and agrarian related regulations by integrating a gender fair perspective to later become a guide for organizations and the public in general.
  • Utilizing the political momentum and available policy opportunities, such as the land redistribution program by adhering to the basic principles of the organization.
  • Developing plans and strategies to ensure the protection of constitutional rights of peasants, laborers, indigenous people, fishermen, women and the underprivileged on earth (land), water and natural wealth.
  • Encouraging regulations that protect local varieties and seeds and local food products.
  • Preparing the operationalization of the Government Work Plan (RKP) in the future which is oriented to the interests of KPA members and oversees the implementation process.
  • The advocacy process must be synergistic and aligned from the village to the national level.

 

CAMPAIGN DEVELOPMENT & STUDIES

 

KPA Media Center Development

 

  • Ensuring that production processes and dissemination of agrarian knowledge, documentation of the wealth of knowledge and organizational data, libraries, communication media (website, social media, etc.) and publications are running and in accordance with the needs of KPA members.
  • Producing books, newsletters, documentary films, radio shows, TV shows and events created in the context of disseminating information, public education, obtaining political support to organizational funding.
  • Building profitable cooperation and do professional work to get organizational funding.
  • Creating an agrarian conflict database called the KPA Agrarian Information System and releasing it in various forms of campaign media on a regular basis.
  • Organizing a biweekly discussion on KPA related to contemporary issues and relevant to the struggle for agrarian reform.
  • The KPA media center is responsible for all press releases and attitude statements issued by the KPA on behalf of the organization (Secretary General of KPA) or on behalf of an agreed joint alliance.
  • The KPA media center opens apprenticeship for volunteers in order to build and support media center work.
  • Developing a guidebook for OR (People’s Organizations) and agrarian activists for the work of organizing and resolving agrarian conflicts.

 

Development of studies within the framework of supporting policy advocacy and OR strengthening work

 

  • Sharpening the results of the study by involving the Assembly of Experts.
  • Documenting data from various sources relevant to the topic of agrarian reform to strengthen policy advocacy.
  • Developing investigative studies related to new land grabbing.
  • Establishing cross-sector studies in strengthening agrarian reform movements, especially with workers and students.
  • Empowering the study of gender-fair agrarian reform, agrarian reform in indigenous peoples, agrarian reform in coastal and marine, urban land reform and so on.

 

Building of a collaborative network with relevant and strategic institutions to develop specific field studies and research on agrarian issues

 

  • Conducting a comprehensive study on agrarian reform based on traditional villages / coastal / urban villages with related organizations.
  • Extending women's movement towards land rights by expanding networks with various women's organizations.
  • Creating and fostering networks with government institutions and civil society organizations and other sectored mass organizations.

 

STRENGTHENING THE POLITICAL POSITION & ROLE OF KPA

 

Regional Level

  • Strengthening the position and political role of Regional KPA at the provincial, district level up to the village level.
  • Ensuring the Regional KPA as a consolidator of the agrarian reform movement in their respective regions.
  • Developing campaign work for the struggle of Agrarian Reform which is driven by Regional KPA.

 

National level

  • The achievement of a strong and strategic KPA position and political role by developing the quality and quantity of cadre, by considering women's representation.
  • Developing cooperation with the mass media, media workers, state institutions, central and regional government institutions, campuses, and NGOs that have the potential to expand the role and position of KPA with a clear and measurable road map.
  • Clarifying and disseminating the political position of KPA to the agrarian policy or to the relevant state institutions, including concerning other popular issues.
  • Strengthening strategic alliances for the struggle for agrarian reform.
  • Building the main pressure groups on the agrarian reform agenda and other people's agendas in the national and regional levels.

 

Regional and International Level

  • Strengthening the position and role of KPA organizations at the global and regional levels as the bearer of the main ideas and field fighters of Agrarian Reform in Indonesia.
  • Developing while also striving for strategic cooperation at the international level in order to support the struggle for Agrarian Reform at the national and regional levels.
  • Optimizing the role of the International Global and Regional Land Coalition (ILC) to support KPA's work and the struggle of Agrarian Reform in Indonesia;

 

FUNDRAISING OF KPA ORGANIZATION

 

  • Exploring potential funding sources from KPA's independent businesses, and from cooperation with other parties that do not conflict with the AD / ART.
  • Encouraging efforts to extract self-help funds by members.
  • KPA Member Contribution, the amount of which is in accordance with AD / ART.
  • Establishing a road map about sustainable organizational funding.

 

DEVELOPMENT & STRUCTURING OF THE NATIONAL SECRETARIAT AND REGIONAL KPA

 

  • Increasing the capacity and welfare of the National Secretariat and Regional KPA Working Teams.
  • Improved and structured management and financial administration of the organization.
  • Improving and developing a service system for the National Secretariat and Regional KPA to members.
  • Making a service system to other communities that need KPA support (Other than KPA members).
  • Improving a more systematic and appropriate support system for Regional KPA in carrying out organizational work in the region.
  • Increasing the role and function of the KPA Expert Assembly in providing advice, input and critical views for the development and structuring of organizations both in and out.
  • The establishment of a department in the National Secretariat Working Team that supports work priorities such as DaMaRA.
